Fighting Terrorism

By Raghavendra Rao of Poornaprajna Cyber Quest

Terror is ubiquitous. But the solution is not. Even the strongest federal like USA has tasted the bitterness of terrorism. A dynamic leader with all the facilities at his command would be well equipped to take decision instantaneously and strike at the root of terror. What about a democratic country like India union ministry of which depends upon numbers for formation and survival? Number games can topsy turvy the most powerful constructive ideas of the ruling party and yet nothing could be done in a democracy.

Terrorists strike here and there now and then. Terrorists dance without rhythm and logic. We are the hapless spectators. Nations and leaders would only condemn the heinous act. Situation cools down in a matter of days. Again when the terrorists strike may be on a larger scale, the nations then also condemn may be in stronger words. Small acts of investigation do take place. Nothing more is heard of after that.

Is that all the victims of terror deserve? Condemnation of the act, little compensation, some times void of it and sumptuous lip sympathy. Imagine the death of an innocent victim who has family dependent on him. His wife and children are suddenly thrown into oblivion from where they may or may not recover. Financial status is altered. Progress treads path of doldrums. This scenario is extended to all the victims of terror – figures of victims some time running into hundreds and thousands.

Who is responsible for such a situation? Those at the helm of power? The citizen who may prevent it by their vigilance? Who ever it is, now the questions that would ring in our minds are - Can terrorism be curbed? Don’t we have answer to the madness of terrorists?

National Government is the custodian of welfare of its people. Task of the government is not an easy one especially for a country like India which has huge population. Tackling terrorism calls for collective efforts. Government and the citizen need to join hands for facing the evil force of terror. Co-ordination between the government and the people for organizing units of anti-terror squads is the need of the hour.

How to pool ideas, plan action and execute the mission – all depends upon the involvement of both the government and non-government organizations. Mere condemnation of terrorist acts would not suffice.

Let me tell you that the government is not forthcoming in involving proper persons in the task of tackling terrorism. Vigilance wing needs to be revamped, spread across the nation, entrust the responsibility of vigilance only to officials with integrity. Paramilitary forces be kept in ever alert condition to prevent the terror acts. Existing penal and criminal procedure codes have to be updated to meet the present day situation.

By keeping strict vigil against the terrorists and in the process exercising surveillance, security checks and vigilant movements not only terrorists but also other criminal and prohibited activities get cracked. However, the national government alone would not be able to frame laws effective to prevent corruption and terrorism. Present laws are totally ineffective to eradicate the said twin dangers.

Terrorists and criminals use internet to commit offence. Cyber crime investigation plays an important role in tracing their plans. No terror strike can be instantaneous. It would be the result of a well planned execution spreading over several weeks. Perhaps, the government has not paid much attention to conduct cyber crime investigation and in the process involve private agencies.
Another great draw back our nation is facing in any sphere is corruption. Twin weapons of tackling terrorism and corruption on the same measure would see India become a global super power.

India has a great advantage – of course a disadvantage in itself – that it has manpower in abundance. Use this advantage with the help of strict and strong laws that would help eradicate the dangers of terrorism and corruption.

In fact terrorists and corrupt babus should be terrorized by the very provisions of the criminal laws.

I cannot reveal in one go what all the steps the government and the people should initiate to take effective steps to wipe out corruption and terrorism.

Let us think and act – promptly and sincerely to root out these two evils.
